Türkiye | Update on salary criteria for foreign employees

Summary

From 1 January 2025, the legal minimum salary in Türkiye has been updated to TRY 26,005.50 (previously TRY 20,002.50.) The minimum salary levels applicable for foreign employees in accordance with their titles have also been updated accordingly.

The detail

Please find below the updated figures:

Senior Executives and Pilots

  • Salary Requirement: 5 times the minimum wage
  • Amount: TRY 130,027.50 (previously TRY 100,012.50)

Engineers and Architects

  • Salary Requirement: 4 times the minimum wage

  • Amount: TRY 104,022 (previously TRY 80,010)

Other Managers (Including Unit or Branch Managers)

  • Salary Requirement: 3 times the minimum wage

  • Amount: TRY 78,016.50 (previously TRY 60,007.50)

Employees in Jobs Requiring Expertise or Mastery

  • Salary Requirement: 2 times the minimum wage

  • Amount: TRY 52,011 (previously TRY 40,005)

Foreign Employees in Domestic Services and Other Professions/Jobs

  • Salary Requirement: Cannot be less than the minimum wage

  • Amount: TRY 26,005.50 (previously TRY 20,002.50)

The financial adequacy regulation (Effective January 1, 2025)

According to the Regulation (dated 1 October 2024), in order for the Turkish companies to be eligible to apply for work permits for their foreign employees, the new applicable thresholds for paid-in capital, net sales amount and exports are now effective as of 1 January 2025.

  • Paid-in Capital: At least 500,000 TRY (previously 100,000 TRY)

  • Net Sales Amount: At least TRY 8,000,000 TRY (previously 800,000 TRY)

  • Exports: At least 150,000 USD (the threshold was already effective as of October 1, 2024, previously 250,000 USD)

What this means

Companies will need to ensure that they comply with updated financial adequacy figures to be eligible to apply for a work permit, along with the updated minimum salary multiplier levels for their foreign employees in order to meet the updated work permit application criteria for new and extension applications.
