Germany | New option for delivery of residence permits

Impact: medium

Summary

Among other things, German lawmakers have changed the process for issuing and sending the electronic residence permit, offering applicants the opportunity to significantly reduce the waiting time in the final phase of the residence law process.

The Change

Currently, applicants have to submit their in-country application either by email or online, attend an in-person appointment and have to collect the final residence permit in a third step. This entire process is taking several weeks. It’s however not only the waiting time to obtain an appointment, but it also takes several weeks to obtain the final residence permit after the appointment took place. The reason is that the residence card is printed centrally in the Federal Printing Office in Berlin and will then be send to the local immigration office at the applicant´s place of residence. Often another appointment is required to collect the final residence permit at the immigration office.

During the application appointment the applicant will now have the option to request a direct sending of the residence card from the Federal Printing Office to his/her home address in Germany or to the address of authorized third party. The requirements are:

  • the applicant has a deliverable domestic registration address,
  • the applicant has a recognised and valid foreign passport or substitute passport and
  • the applicant has agreed to this process.

At the time of delivery, the identity of the applicant shall be confirmed by the deliverer by presenting one of the documents of the applicant mentioned before. The Federal Printing Officer shall inform the foreigners authority about the delivery of the electronic residence permit.

An additional government fee of EUR 15 will be charged for this service.

What this means for employees

This procedure will shorten the last phase of the immigration process by several weeks, may facilitate travels inside and outside of Germany and help quicker with other administrative steps in Germany.
