China | Optimized visa-free transit policy and list of involved cities

Summary

On December 17, China’s National Immigration Administration released an announcement to relax and optimize the visa-free transit policy, which took effect immediately.

The detail

This announcement mainly focuses on two key changes:

  • The duration of stay for foreign nationals eligible for visa-free transit has been extended from the previous 72 hours and 144 hours to 240 hours (10 days).
  • New ports of entry and exit have been added for visa-free transit individuals, further expanding the allowed areas for visa-free transit.

Q: Is the transit visa free transit policy applicable to all foreigners?

A: Currently, citizens of 54 countries are eligible for the visa-free transit policy, including:

  • European countries (40): Austria, Belgium, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland, Monaco, Russia, the United Kingdom, Ireland, Cyprus, Bulgaria, Romania, Ukraine, Serbia, Croatia, Bosnia and Herzegovina, Montenegro, North Macedonia, Albania, Belarus, Norway;
  • American countries (6): the United States, Canada, Brazil, Mexico, Argentina, Chile;
  • Oceania countries (2): Australia, New Zealand; and
  • Asian/Middle Eastern countries (6): South Korea, Japan, Singapore, Brunei, the United Arab Emirates, Qatar.

Q: What conditions need to be met to apply for visa free transit?
A: Applicants must meet the following conditions:

  • Be a citizen of one of the above 54 eligible countries;
  • Depart from country (region) A, transit through mainland China, and arrive at country (region) B (departure and destination cannot be the same; Hong Kong, Macau, and Taiwan are considered valid regions);
  • Hold an international travel document with a minimum remaining validity of 3 months and meet the entry requirements for the destination country (region);
  • Possess a confirmed connecting ticket or relevant proof for onward travel within 240 hours; and
  • Complete the Temporary Entry Foreigner Entry Card and comply with inspections by border authorities.

Q: Can the visa free transit policy be applied at any port?
A: No, the visa free transit is only available at 60 designated ports across 24 provinces, (autonomous regions, municipalities directly under the Central Government) in China. For specific information, please see the table below.

Q: Can travelers enter the Chinese mainland and travel around freely after entering with visa free
transit?
A: No, travelers must stay within specific allowed areas across 24 provinces (autonomous regions, municipalities). For instance, if a foreigner enters China through Shanghai Pudong International Airport under the visa-free transit policy, they can travel to Beijing Municipality or Liaoning Province as these areas are listed as allowed areas to stay, but they cannot travel to Gansu Province, Xinjiang Uygur Autonomous Region and Shangrao city of Jiangxi Province. Q: Besides a passport, are there any other documents required for entry?
A: There is no mandatory requirement to carry other documents. However, it is advisable to carry corresponding supporting documents. For example, business travelers may consider carrying an invitation letter issued by the Chinese company, return air tickets, hotel reservations, etc. It is important to note that activities such as work and study in China, etc. are not covered by the transit visa-free policy.

Q: How is the duration of the visa free stay calculated?
A: The duration of stay is calculated from the day following entry. Foreigners can stay continuously until 24:00 on the 10th calendar day, with the day of entry not being counted in the 240-hour count.

Q: Can I extend my visa free if it exceeds the period?

A: While it is technically possible to request for an extension, approval is not guaranteed and can be challenging to secure. Applicants must provide valid reasons for the extension, along with proof of accommodation, sufficient funds for the extended stay, and other relevant supporting documents. The application must be submitted to the local exit-entry administration bureau where the applicant resides, with the final decision resting with the local exit-entry administration authorities.

The relaxation and optimization of the visa-free transit policy marks a significant milestone in boosting interactions between China and the rest of the world. This initiative aims to accelerate cross-border activities and promote international cooperation. The Chinese government is committed to further expanding its immigration policies, continuously optimizing entry and exit facilitation measures, and welcoming an increased number of foreign travelers to China.

At the same time, companies are expected to adhere to elevated standards in managing cross-border business travelers. This includes closely monitoring the presence of business travelers in China or other countries, as well as strengthening compliance awareness regarding visas, individual income tax and social security obligations of each business traveler.
