Austria | Issuance of Red-White-Red Card Plus to displaced persons from Ukraine
Summary
The Red-White-Red Card Plus will shortly become available for displaced persons from Ukraine, who have already worked in Austria for at least 12 months in the last 24 months.
The detail
Since 2022, people who were forced to leave Ukraine due to the armed conflict were granted a temporary right of residence in Austria and were issued an ID card for displaced persons. To work in Austria, these displaced Ukrainians first had to apply for an additional work permit; ultimately this requirement has been waived since April 2023. However, a switch to a different (combined work and residence) permit was not possible.
The Austrian federal government now announced that a switch to the Red-White-Red Card Plus will be possible for displaced Ukrainians who can prove German language skills and who have already worked in Austria for 12 months in the past 24 months. The Red-White-Red Card Plus is a combined work and residence permit that grants free access to the labor market and offers a long-term perspective for permanent residence. An estimate of 7000 people will benefit from these legal changes.
Displaced persons who do not (yet) fulfil the requirements for the Red-White-Red Card Plus or do not wish to change to the Red-White-Red Card Plus will continue to have access to the labour market without an additional work permit.
The necessary legislative amendments have not yet been adopted, but the law is expected to pass at the end of June.
