European Union | European Parliament adopts EU Talent Pool Regulation

Summary

The EU is one step closer to launching a new tool for tackling labour and skills shortages. On 10 March 2026, the European Parliament adopted its first-reading position on the Regulation establishing the EU Talent Pool, a digital platform that will allow businesses in participating Member States to recruit third-country nationals for shortage occupations. The Regulation now proceeds to the Council for formal adoption.

The detail

What the framework provides

The European Commission proposed the EU Talent Pool Regulation in November 2023 as part of its Skills and Talent Mobility package. The initiative is part of EU’s broader effort to address labour shortages in sectors including construction, healthcare, hospitality, transport, ICT, and STEM, which are expected to worsen due to demographic challenges. The initiative also sits alongside other recent EU measures in this area, including the Recommendation on attracting talent for innovation and the EU Visa Strategy, both adopted in January 2026. Once operational, the EU Talent Pool will function as a digital platform connecting employers in participating Member States with jobseekers from third countries who reside outside the EU. Participation in the EU Talent Pool is voluntary, and Member States that opt in may adjust the EU-wide shortage occupations list to reflect their own labour market needs and policy objectives.

In addition, the participating Member States may choose to open the platform to temporary work agencies, private employment agencies and labour market intermediaries. The Regulation also sets out fair recruitment safeguards and prohibits employers and other participating entities from charging jobseekers recruitment fees or other undisclosed costs.

The platform is intended to support recruitment for shortage occupations, but it does not create a new EU-level residence or work permit category. Candidates selected through the platform will still need to follow national immigration procedures, and any national rules that give preference to Union citizens will remain in effect.

Once in force, the Regulation will be directly applicable in participating Member States without the need for national transposition. The actual process of hiring and admitting a candidate will, however, continue to depend on Member States’ national rules and regulations.

What this means

For employers in participating Member States, the EU Talent Pool may become a new EU-level channel to identify candidates for shortage occupations. It may be particularly relevant for employers facing recurring hiring difficulties or skills shortages, especially in sectors such as healthcare, ICT and engineering, where recruitment within the EU remains challenging. For businesses operating across several EU Member States, the platform could ultimately open access to a wider talent pool and support cross-border workforce planning.

Employers should view the EU Talent Pool as a potential recruitment tool that sits alongside national immigration frameworks rather than replacing them. Its practical impact will, however, depend on whether a Member State has chosen to participate, how actively the platform will be used, and whether access is extended beyond direct employers.
