United States | October 2025 Visa Bulletin

Summary

The U.S. Department of State (DOS) has released the Visa Bulletin for October 2025. The U.S. Citizenship and Immigration Services (USCIS) announced that it will be using the “Dates for Filing” chart for employment-based categories.

The detail

Each month, DOS releases its Visa Bulletin which summarizes the availability of immigrant numbers. In addition, USCIS has the authority to decide whether it will use the “Final Action Dates” chart or the “Dates for Filing” chart in determining whether Adjustment of Status applicants may file their Form I-485, Application to Register Permanent Residence or Adjust Status. For October 2025, USCIS has announced that it will be using the “Dates for Filing” chart for employment-based categories. Specific to employment-based categories, the new dates for the “Date for Filing” chart are as follows (please note that China refers to mainland born):

EB-1China: May 15, 2023

India: April 15, 2023

All other countries: Current

EB-2China: December 1, 2021

India: December 1, 2013

All other countries: July 15, 2024

EB-3 (Professional and Skilled Workers)China: January 1, 2022

India: August 15, 2014

All other countries: July 1, 2023

EB-3 (Other Workers)China: October 1, 2018

India: August 15, 2014

All other countries: December 1, 2021

As outlined in the October 2025 Visa Bulletin, the “Final Action Dates”—which determine when an immigrant visa can be issued or an adjustment of status application can be approved—are as follows:

  • EB-1 Category: China moves forward by five weeks to December 22, 2022. India remains the same at February 15, 2022. All other countries continue to be current.
  • EB-2 Category: China will advance to April 1, 2021 showing an advancement of three and a half months. India will advance by three months to April 1, 2013. All other countries will also advance by three months to December 1, 2023.
  • EB-3 Professional and Skilled Workers: China will advance by three months to March 1, 2013. India will advance by three months to August 22, 2013. All other countries will remain at April 1, 2023.
  • EB-3 Other Workers: China will advance by seven months to December 1, 2017. India will advance by three months to August 22, 2013. All other countries will advance by a week to July 15, 2021.

The takeaway

Individuals with an approved I-140 petition in any of the above preference categories should review their priority date to determine whether they are eligible to apply for Adjustment of Status in the month of October. Those with pending I-485 cases who are waiting for their priority date to become current (and whose cases are otherwise ready for approval), should refer to the Final Action Dates chart to determine whether their cases are eligible to be approved in October.
