United Arab Emirates | Temporary suspension of freelance residence permits in Dubai

Summary

The United Arab Emirates has placed a temporary suspension on issuing new freelance visas and residence permits in Dubai. The freelance licence and visa has previously enabled self-employed professionals to engage in freelance activities and secure residence in the United Arab Emirates. At present, freelance licenses and visas are still available in other Emirates in the United Arab Emirates, and we are awaiting more information as to when applications will be open again in Dubai.

The detail

A freelance residence permit has been an attractive category for foreign entrepreneurs located in or looking to relocate to Dubai. It provides a flexible pathway for individuals to work independently and without company sponsorship in the United Arab Emirates across industries like media, education, tech, and design. Freelancers can also reside in the United Arab Emirates and sponsor their family members. These permits are often issued through economic freezones, which offer additional benefits and tailored regulations.

At present, the suspension to freelance visas and residence permits is only applicable in Dubai. The move comes amid a series of broader visa reforms aimed at attracting international talent and fostering sustainable development, and authorities may be reviewing the overall effectiveness of this category, and how it aligns with national economic objectives.

It is important to note existing freelance permit holders are not affected, renewals are processed with the immigration authorities as usual. This means that freelancers already residing in Dubai under this visa category can maintain their legal status without any interruptions to their work.

Individuals planning to relocate to Dubai and intending to apply for a freelance visa are advised to closely monitor updates from the relevant freezones and government authorities.
Authorities in other Emirates are still open to freelance license applications, and freelance residence permits and visas are still being issued as normal.
