Philippines | New processing arrangements for Alien Employment Permits

Summary

On June 11, 2026, the Department of Labor and Employment (DOLE) issued a new Order which outlines procedural changes in processing of Alien Employment Permits.

The detail

DOLE Department Order No. 248-B, Series of 2026, is the latest amendment to the rules governing the employment of foreign nationals in the Philippines. Under the new Order, Alien Employment Permit (AEP) applications that were previously filed with the DOLE Regional Office with jurisdiction over the foreign national’s intended place of work must now be filed with the DOLE Central Office, through the Bureau of Local Employment.

The DOLE Central Office, through the Bureau of Employment, will now be responsible for the processing, evaluation, approval, issuance, release and related enforcement activities for AEP applications.

What this means

As a result of this change, AEP applications previously filed with DOLE Regional Offices may experience delays and longer processing times.

Vialto is closely monitoring the implementation of the new Order and will provide further updates once DOLE releases the full application guidelines.
