Summary

The Bureau of Immigration (BI) issued Operations Order No. 2025-007 outlining the guidelines for the 2026 Annual Report compliance for Alien Certificate of Registration Identity Card holders. Penalties apply for non-compliance within the reporting period.

The detail

Who must comply:

  • All registered foreign nationals holding a valid Alien Certificate of Registration Identity Card (ACR I-Card) or a paper-based ACR with valid visas.
  • Foreign nationals with a pending ACR I-Card who can present the claim stub and official receipt as proof of their pending application.

Reporting period:

January 1 to March 1, 2026. Reporting is mandatory before departure clearance (ECC-B issuance).

Modes of reporting:

  • In-Person: Robinsons Place Manila and designated BI offices nationwide.
  • Virtual: Available 24/7 via BI E-Services Portal for eligible visa holders.

Requirements:

  • Online registration and reference number
  • Personal appearance (except exempted categories: minors, seniors, PWDs, pregnant women)
  • Original valid ACR I-Card or paper-based ACR
  • Original valid passport (or affidavit if unavailable)

Fees:

  • Annual Report: ₱300 + ₱10 Legal Research fee
  • Express Lane (Virtual): ₱1,000
  • Penalties for late reporting: ₱1,510 Motion for Reconsideration + ₱200/month delay (maximum ₱2,000/year)

Important:

Non-compliance will result in administrative fines, prosecution, or offloading at ports of entry/exit.

Where a foreign national is on leave and/or will not be in the Philippines within the reporting period, to avoid penalties this must be immediately processed upon return to the Philippines or within 30 days from the Philippine arrival date.
