The Norwegian Directorate of Immigration (UDI) has announced new minimum salary requirements for skilled workers applying for residence permits. The updated thresholds took effect on 1 September 2025.
These updates aim to ensure that salaries and working conditions align with Norway’s normal wage levels, addressing previous gaps where annual adjustments fell behind overall wage growth.
In order to be granted a residence permit for work purposes in Norway, one of the main conditions is that the pay and working conditions must not be poorer than is normal in Norway.
If the individual is to work in an industry in which a collective agreement applies, he/she must be paid the collective wage rate.
When no collective agreement applies, the salary must at least match what is normal for the occupation in the place the employee will work.
For those with higher education, The Norwegian Directorate of Immigration (UDI) has adjusted the salary requirements (effective 1 September 2025):
A lower salary can only be permitted if it can be documented that this is normal for the occupation in the place the employee is to work.
Employers of foreign nationals in Norway are advised to review the updated requirements and ensure that their foreign employees comply with the new regulations.
