Luxembourg | Mandatory 2.5% salary indexation effective 1 May 2025

Summary

As of 1 May 2025, a mandatory 2.5% increase has been applied to some salary thresholds in Luxembourg. It is advisable for employers to take this increase into account in order to stay compliant.

The detail

As of 1 May 2025, the salary index applicable to employees in Luxembourg increased from 944.43 to 968.04. This automatic indexation mechanism is designed to protect purchasing power by linking wage and pension increases to inflation.

As a result, there is a mandatory 2.5% increase in gross salaries for employees under employment contracts governed by Luxembourg law.

What this means

With the mandatory indexation, the salary thresholds for the following permit categories will increase.

Work Permit for EU ICT
The minimum gross monthly salary increases from EUR 3,165.35 to EUR 3,244.48.

Work Permit for salaried workers

  • Qualified workers (based on academic background or professional experience):
    Minimum gross monthly salary increases from EUR 3,165.35 to EUR 3,244.48.
  • Non-qualified workers:
    Minimum gross monthly salary increases from EUR 2,637.79 to EUR 2,703.74.

Work Permit for EU Blue Card
The minimum salary threshold was increased to EUR 63,406.00 as of 18 March 2025 and is not impacted by the May 2025 indexation.
