Luxembourg | Increase of the threshold for the EU Blue Card

Summary

From 18 March 2025, the minimum salary threshold for EU Blue Card holders in Luxembourg will increase to €63,408.

The detail

By Ministerial regulation of 6 March 2025, the minimum salary threshold for EU Blue Card holders will increase to €63,408 (previously €58,968) as of 18 March 2025. Employers therefore need to take the following into account:

  • For employers of EU Blue Card holders: As of 18 March 2025, companies must ensure that Blue Card holders receive a gross annual salary of at least €63,408.
  • For new and renewal applications: Any application submitted on or after 18 March 2025, must comply with the new salary threshold. Foreign nationals who do not meet this threshold may instead apply for a Salaried Worker Permit, which requires a labor market test.
  • For pending applications: Files submitted before 6 March 2025 (the publication date) will be assessed based on the previous threshold (€58,968).
  • For shortage occupations: Since June 2024, there is no longer a separate, lower threshold for positions in shortage occupations.

What this means for employers

Starting 18 March 2025, employers who sponsor EU Blue Cards in Luxembourg need to ensure their employees meet the relevant threshold depending on the date of submission of the relevant application. Alternatively they may need to assess other permit options in case the EU Blue Card threshold cannot be met.
