The Italian Ministry of Interior has introduced a new functionality on its Services Portal allowing the electronic execution and submission of contracts of stay for workers trained abroad and EU Blue Card holders (Art. 23 and Art. 27‑quater of Legislative Decree 286/1998). The update ensures that the digital workflow is now fully operational on the Portal for the relevant application forms.
Background
The contract of stay contratto di soggiorno is a mandatory requirement for almost all employment relationships involving non-EU nationals in Italy.
However, until now, the digital signing and submission process through the Portal was not yet available for these categories
With the latest system update, the Ministry has extended the Portal functionality to include application forms LFE (trained abroad) and BC (EU Blue Card), enabling:
The possibility for the foreign worker to sign the contract with wet signature remains in place, in line with current regulations.

This update represents an operational improvement rather than a legislative change, as the relevant provisions were already included in the law but had not yet been implemented for these categories.
