Between 13 July and 31 August 2026, non-EEA nationals with an expired Irish Residence Permit (IRP) may temporarily leave and re-enter Ireland using their expired permit subject to certain conditions being met. The Minister for Justice introduced this temporary measure and issued a travel confirmation notice on 13 July 2026, confirming the arrangement for non-EEA nationals resident in Ireland who hold an existing IRP.
This announcement will be welcomed by individuals whose IRP renewal application may not be processed before they need to travel, whether for planned or unexpected reasons, and should help ease travel related concerns.
The travel confirmation notice confirms that individuals legally resident in Ireland with a recently expired IRP may use that IRP to return to Ireland following overseas travel between specified dates. This temporary arrangement applies only to travel between 13 July and 31 August 2026, and only where the IRP renewal application was submitted before the permit expired. Individuals must carry proof of their renewal application, including the application date and OREG number, and print and carry the relevant notice while travelling. ISD will notify airlines and foreign missions of the measures in place; however, individuals are strongly advised to contact their airline before travel to confirm that it is aware of, and will accept, the notice. The notice will not be accepted for return travel to Ireland after 31 August 2026.
Individuals who have recently arrived in Ireland and have been unable to secure an appointment to register for the IRP Card, are advised to submit a query with the subject line “Flights booked for travel” via their own Customer Service Portal with a copy of the following:
Any visa-required national who has not yet obtained an IRP Card (and assuming they do not hold a valid multiple entry visa) following arrival in Ireland, who is required to travel, must obtain a further entry visa from an overseas visa office before seeking to return to Ireland. In exceptional cases, a re-entry visa application may be submitted online via AVATS while abroad and directed to the relevant Irish Embassy, Consular Office, mission or visa office, which will seek to expedite the case where possible.
Non-EEA nationals with expired IRPs who need to travel between 13 July and 31 August 2026 should check that they meet the conditions of the temporary measure before travelling, carry proof of their renewal application and the relevant travel confirmation notice, and confirm with their airline before departure that the notice will be accepted for return travel to Ireland.
Individuals who have recently arrived in Ireland and have not yet obtained an IRP Card should consider whether additional steps may be required before travelling, particularly where they are visa-required nationals.
