In recent weeks, applicants and representatives have reported that visa decisions at German consulates in China, particularly in Shanghai, remain pending for extended periods. Consular communications confirm that missions are awaiting feedback from domestic authorities and that visa decisions can only be made once these consultations are completed.
The consulates have emphasized that each application requires a careful balance between the applicant’s legitimate interest in entering Germany and Germany’s overarching security interests. This approach particularly affects visa categories for study, research, and employment in technology-related sectors, where authorities must ensure that knowledge or skills acquired in Germany will not be used in ways that could endanger public order, security, or international peace.
In practice, this means that additional verification steps are triggered for applicants whose personal background, nationality, or intended field of work falls under heightened scrutiny. Reports indicate that citizens of Russia and certain Muslim-majority countries are more frequently subject to these extended checks.
While these reviews are conducted internally by several German agencies and are not within the control of the consulates themselves, their cumulative effect is a significant extension of processing times—often beyond the standard period of a few weeks.
