Czech Republic | Change in rules for reporting foreign workers’ employment from 1 October 2025

Summary

Starting 1 October 2025, a change in the Czech Act on Employment introduces a new concept of “unreported work”, referring to cases where employers fail to notify the Labour Office about hiring a foreign worker before they begin work. This applies to EU citizens, their family members, and third-country nationals (with employee, blue, or intra-corporate transfer cards, or work permits).

The detail

As of 1 October 2025, the amendment of the Act on Employment (Zákon o zaměstnanosti) introduces a new concept of “unreported work”. Such work is performed by a foreign national whose employer failed to notify the relevant regional Labour Office of the commencement of employment in due time.

Newly, employers must inform the Labour Office no later than before the actual commencement of employment or work. In practice it is no later than the day before. This obligation applies to EU citizens, their family members, as well as third-country nationals with an employee card, blue card, work permit, or intra-corporate transfer card.

Unreported work is considered an administrative offence – failure to notify will be treated as an offence and may result in significant penalties, up to 3 mil CZK.
