Austria | Immigration 2026 update

Summary

Legislative and regulatory updates introduced several changes to Austria’s immigration framework in 2026. These include a reduced shortage occupation list, increased minimum salary thresholds for Red-White-Red Cards and EU Blue Cards, and higher financial reference rates for residence permits. The changes directly affect eligibility criteria and workforce planning for employers hiring third-country nationals.

The detail

Adaptation of the shortage occupation list

Third-country nationals who have completed vocational training in a recognised shortage occupation and meet the required minimum number of points may apply for a Red-White-Red Card under the shortage occupation category.

Under the Skilled Labor Regulation 2026, several occupations have been removed from the nationwide shortage occupation list, including bakers and retail salespersons. Some of these roles may now only qualify under regional shortage occupation lists.

Technicians with various specialisations, doctors, restaurant cooks, and graduate nurses remain on the shortage occupation list. Newly added occupations include kindergarten teachers and several roles within the railway industry.

New minimum salaries for the EU Blue Card and the Red-White-Red Card

From 2026, applicants must meet the following salary thresholds:

  • EU Blue Card: minimum gross annual salary of EUR 55,678
  • Red-White-Red Card (key workers): minimum gross monthly salary of EUR 3,977, plus special payments

Increase in the funds required to issue residence permits

To obtain a residence permit, third-country nationals must generally demonstrate a fixed and regular income sufficient to cover living expenses without reliance on public welfare benefits. For 2026, the required income must correspond to the following reference rates under the General Act on Social Security (“ASVG”):

ASVG reference rates (2026)

  • Single persons: EUR 1,308.39
  • Married couples: EUR 2,064.12
  • Each child: EUR 201.88

New quotas for seasonal worker

New quotas for seasonal workers have been issued for 2026, providing for:

  • 5,500 third-country nationals in the tourism sector
  • additional 2,500 seasonal workers from the Western Balkans (Montenegro, Serbia, North Macedonia, Kosovo, Bosnia and Herzegovina) in the tourism sector
  • 3,496 seasonal workers in the agriculture and forestry sector

What this means

Employers in Austria planning to hire third-country nationals in 2026 should reassess recruitment and workforce planning strategies in light of the updated immigration rules. Increased salary thresholds and higher financial reference rates may affect hiring costs and timelines, while changes to the shortage occupation list could restrict access to the simplified Red-White-Red Card process for certain roles. Early evaluation of role eligibility and remuneration structures will help mitigate application risks and avoid delays.
