Australia | Offshore lodgement requirement introduced for training visa (Subclass 407)

Summary

The Australian Government has introduced new requirements for Training visa (subclass 407) applications. From 12 November 2026, most applicants must be outside Australia when they apply and when the visa is granted. Applications lodged in Australia on or after this date will generally be invalid. The changes are part of the Government’s broader migration reforms and are intended to strengthen the integrity of the subclass 407 visa program.

The detail

Background

The subclass 407 visa enables eligible foreign nationals to undertake structured occupational training or professional development in Australia. From 12 November 2026, most applicants will need to apply from outside Australia and remain offshore until their visa is granted. The new requirements will apply to applications lodged from this date, while valid applications lodged earlier will continue to be assessed under the existing rules.

The changes are intended to strengthen program integrity, address “visa hopping” and reduce successive temporary visa applications lodged from within Australia. They also form part of the Government’s broader migration reforms.

Employer and employee considerations

The new requirements will have practical implications for organisations using the subclass 407 visa. From 12 November 2026:

  • applicants in Australia will generally need to depart Australia before lodging their subclass 407 application;
  • applicants will need to remain outside Australia until the visa is granted;
  • an offshore subclass 407 application will not result in the grant of a Bridging Visa; and
  • Sponsorship and nomination approvals must be obtained before the visa application is lodged.

Employers should review upcoming subclass 407 cases now, particularly where candidates are already in Australia. This should include considering whether applications can appropriately be lodged before 12 November 2026, allowing for offshore processing in training and project timelines, and assessing alternative visa options where necessary.

What this means

The changes further tighten Australia’s temporary migration framework and follow earlier subclass 407 reforms introduced in March 2026. Employers that use the subclass 407 visa for individuals already in Australia should review their mobility and training plans considering the new offshore requirements.

While exemptions may be introduced in the future, none have been announced. Organisations should therefore plan on the basis that, from 12 November 2026, most subclass 407 applicants will need to apply for and receive their visa while outside Australia.
